Pullman Aquatic & Fitness Center: 500 NW Larry St PAFC Phone: 509-338-3290 Senior Center Phone: 509-338-3307 Pullman Senior Center: City Hall, 325 SE Paradise St 3 GENERAL ELECTION BOND 2017 GENERAL ELECTION BOND 2017 On November 7, 2017 the City of Pullman will ask voters for their approval to issue $10.5 million in general obligation bonds for the purpose of providing funds the for purchase of real property and improvements at the current site of Encounter Ministries (190 SE Crestview St.). Improvements include the remodeling and equipping of a new Recreation Center, Senior Center, and City administrative offi ces at this location. The bond would also include the acquisition, construction and installation of a new Lawson Gardens pavilion and event facility, and site acquisition for a future third fi re station. The total of the proposed new bonds to pay for these capital projects would not exceed $10.5 Million and would be paid over a 20-year timespan. The owner of a $200,000 home would see an increase of approximately $88 in property taxes if approved by the voters. GENERAL BOND INFORMATION GENERAL BOND INFORMATION Purchase Encounter Ministries property $3.5 million (estimate) Remodel Property: Recreation Center/City Hall $5.5 million (estimate) Property for Future Fire Station 3 $500,000 (estimate) Complete Lawson Gardens Garden House (event center) $800,000 (estimate) New Bond Funding Not to exceed $10.5 million Purchase the Encounter Ministries Property Encounter Ministries has off ered the property to the city for $3,500,000. To fully construct a new City Hall and Recreation Center would likely cost $20,000,000 to $50,000,000. The City has been pursuing the creation of a Recreation Center since 1976. The Encounter Ministries two-story 150'x110' gym building for a Recreation Center would include: A full size gymnasium, with elevated walkway above court 7-9 classrooms (configuration dependent) Large storage area Commercial kitchen Restrooms/showers Vast parking lot and large area that could be converted into a playground/greenspace for recreational activities. The Encounter Ministries two-story building for City Hall would include: Purchasing the Encounter Ministries Property would nearly double the usable space compared to the current City Hall and Pioneer Center, providing room to meet the future needs and growth of the city. With a move to the property, parking would also increase for residents and patrons. Visitors to the Pullman Senior Center, gym facility, and City Hall would have an extensive, fl at parking area. The current City Hall is approaching 50 years old, with increasing maintenance cost associated with an aging brick facility and ineffi cient energy use. If the current City Hall were to be vacated, the site has the possibility of downtown enhancement, economic development, and would free up much needed public parking. Lawson Garden "Garden House" The Lawson Garden House would be a meeting and event center that would overlook Pullman's only formal garden. Use could include wedding receptions, local civic group meetings, family reunions, and other special events. Currently the Garden House is half funded by a Lodging Tax grant. Fire Station 3, Property Acquisition With the increased growth of Pullman, the city anticipates the need for a future Fire Station 3. With a purchase of land at today's values, this acquisition would help the city to save money on the future anticipated cost of land.
